About the Standard Committee

The SuRe® Standard Committee is the main governance body of the Standard System, bringing together experienced, passionate and influential individuals. They represent the different stakeholder groups in infrastructure and help create and implement an effective system in line with International Frameworks such as the Sustainable Development Goals (SDGs), stakeholder needs, and SuRe®’s own procedures. The SuRe® Standard Committee members actively contribute to the development of the Standard System, by strategic and content-related decision-making, reinforcement of GIB and the SuRe®’s stance in the infrastructure sector, and diverse experience and insight. The SuRe® Standard Committee meets at least twice a year and the meetings are a great opportunity for knowledge exchange and networking.

The Standard Committee’s main activities include:

  • Approve and adopt Standard content, criteria and programme outlines;
  • Actively give input on Standard content, criteria and programme outlines, if necessary by leading a thematic working group/sub-committee;
  • Get recommendations and accept decisions of the GIB Foundation Board regarding due process

María Isabel Ulloa is a lawyer from the University of Los Andes with a Master’s degree in Public Administration from the University of New York (NYU). She has extensive experience in the public sector, political and mining-energy issues. She was Vice Minister of Mines and Energy of Colombia between October 2014 and June 2016.

Graduated as a Master of International Economics and Politics from Renmin University of China, Mr. Zhang has over 30 years of working experience in both China and other countries, and established extensive network of Chinese and international organizations, enterprises, banks, programs, experts, donors and government officials in the field of climate change, sustainable development, investment and trade, as well as project planning, implementation and management. As the initiator, founder and designer of Swiss-China Low Carbon City China (LCCC) Program, Mr. Zhang made special research on low carbon municipal management index system, green building action plan, low carbon transportation, city-based inventory, and emission trade. He is member of SuRe Standard Committee, and contributed tremendously to the pilot of SuRe Standard in China. Meanwhile, he is the focal person of International Federation of Consulting Engineers (FIDIC) in China and helped to coordinate with ISO TC268 to pilot ISO37101 and contribute to the development of Guide to Project Developers on ISO37101 in China. He is the founder of International Forum of Engineering Consultants, and has successfully organized 11 chapters of the annual event.

Climate change, sustainable infrastructure standard, low carbon cities, index and assessment, emission reduction and energy conservation in industries, carbon tax and ETS, etc.

Zoran Jelic is initiator and co-founder of the C.R.E.A.M. Europe PPP Alliance Network and EU Project Co-ordinator for the Public Private Partnership Alliance. He developed since 2001 the EuroPPP and MasterPPPlan initiatives and thereby started a promotional campaign got infrastructure PPP projects at political and economic institutions like European Commission, EIB, IFIs, Development Banks and others. Before that he worked 5 years as project developer and strategic consultant for diverse public and private clients. Currently he is involved as project developer in several MasterPPPlans programmes e.g. for Stadiums in Croatia, Solar and Wind Energy in Macedonia, Hospitals in Bahrain, Waste-to-Energy Thailand. He earned his Dipl.-Ing / Masters in Munich, Germany, in mechanical engineering, where he worked several years in information and communication technology sector. His specialities are infrastructure project developments based on Life-Cycle Project Alliancing and Project Financing according sustainable and resilient criteria. In addition he is initiator of ImPPPact, an initiative for implementing the Sustainable Development Goals (SDG) through Public Private Partnerships infrastructure projects with the help of Geospatial Intelligence, Blockchain, Artificial Intelligence (AI) and Internet of Everything (IoE) Technology.

Denia Kolokotsa

Dr Dionysia Denia Kolokotsa is Professor of Energy Resources Management and Dean of the School of Chemical and Environmental Engineering of the Technical University of Crete, Greece. Her research interests include energy management for the built environment, energy efficiency and renewables, cool materials, distributed energy management systems, artificial intelligence, building automation, integration of advanced energy technologies in buildings, district and city level, urban heat island phenomenon and local climate change analysis, energy poverty, design, development and energy management of microgrids and smart grids. Her research has led to the advancement of energy efficiency in the built environment with the development of knowledge in the following fields: (a) integrated energy management systems (b) advancement of zero energy buildings and communities (c) urban heat island deterioration and integration of natures based solutions and cool materials. She has created innovative and cutting edge monitoring and control systems for buildings and districts, advanced materials and integration of energy technologies for the built environment. She has coordinated eight international research projects and she is the Editor in Chief of Solar Energy Advances. Elsevier and Subject Editor of Scientific Reports, Nature and Plos Climate. She has coordinated numerous research projects and she has a track of more than 150 research publications in high impact research journals and Conference Proceedings.

Dr. Jean-Pierre Méan is a lawyer admitted and has been General Counsel and Chief Compliance Officer of SGS, the world leader in inspection and certification, Chief Compliance Officer of the European Bank for Development and Reconstruction (EBRD) and President of the Swiss Chapter of Transparency International. He has been a member of the ISO Committee working on the Anti-Bribery Management Systems Standard (ISO 37001) and led the Working Group that issued the Technical Specification on Competence requirements for auditing and certification of anti-bribery management systems ((ISO/IEC TC 17021-9). He is the Convenor of the Working Group in charge of post-publication issues and of issuing a Handbook on ISO 37001 as well as preparing the revision of the standard.

Dr. Méan is conducting evaluations and audits of anti-bribery management systems and advising clients on setting up such systems. He has published extensively and is a frequent speaker on anti-corruption in international fora.
